This is a difficult one. The 12.9” iPad Pro in this setup (coupled with the Magic Keyboard and Apple Pencil) is an incredible device, one that can very well become a college student’s best friend. In a sense, if money is of no concern, there is no particular issue in recommending the iPad Pro.
If you want to use it as a laptop and sometimes a tablet, go with the 12.9". This is good advice, but I ended up getting the 11" myself even though I plan to use it as a laptop replacement. I think if you are going to use it in many different places, then the portability of the 11" is the better choice.
The 11" looks more ideal for the casual use but we won't get that HDR thing with the iPad pro 11" which is a shame. I wish Apple included them with the M2 iPad pros. There will be some sort of compromise we will have to take and I am leaning towards getting iPad 11" mainly because it will be more comfortable to hold and use.

Some pros of Samsung Tab: Much better screen: like AMOLED is much much better display than on iPad. SPen is a bit better: it is more similar to real life pen than Apple Pencil, and it comes with the tablet. But they’re not even at the same price range. The Tab S8 Ultra would be much more affordable since Samsung has discounts very often.
For some, the portability of the 11" may outweigh the need for the additional screen space. Also, the cost of the 11" iPad Pro is lower, so it provides a lower barrier to owning a tablet with professional features. I think both are great devices. It just comes down to your preferences and what you need more.
